I've thought about this topic. It's easy for people to see the Government or the State as an entity, as a being, and forget there are people there. I forget it all the time!
I wonder if this also happens to them. Do the staffers of government institutions see themselves as mere cells of the Leviathan? Do they foreget they are also individual human beings?
